Prepared for the BMSB Season? Avoid Delays and Extra Costs

Starting from 1 September 2025, strict regulations will once again apply to exports to Australia and New Zealand due to the Brown Marmorated Stink Bug (BMSB). This pest poses a serious threat to agriculture, which is why both countries enforce seasonal measures running until 30 April 2026.

If your goods originate from or transit through risk countries, you must be prepared for stricter inspections, mandatory treatments, and possible delays.

What Do the BMSB Measures Involve?

The regulations apply to all shipments from so-called “target risk countries” such as the USA, Italy, Germany, China, and Japan. For “target high risk goods”, treatment is mandatory; for “target risk goods”, enhanced inspections will take place upon arrival.

Note: Even if a vessel only docks or tranships in a risk country, the entire shipment falls under the BMSB regulations.

Shipper Obligations

To avoid delays or cargo holds, you must meet the following requirements:

• Mandatory fumigation for high risk goods – check your HS code against the official list.

• Inspection risk for target risk goods – potential extra costs upon arrival.

• Perforated packaging is mandatory – otherwise, the treatment is ineffective.

• Documentation required – a fumigation certificate or completed BMSB declaration is compulsory.

• HS codes must be listed – these must be accurate and complete on the Bill of Lading.

Without proper documentation or required treatment, your shipment will not be released.
